Crossword Genius

A dove's call is lower in Scotland (3)

Ross

I believe the answer is:

coo

I'm a little stuck... Click here to teach me more about this clue!

This clue might be a double definition.

'a dove's call' is the first definition.
(I've seen this in another clue)

'lower in scotland' is the second definition.
Although both the answer and definition are singular nouns, I cannot understand how they can define each other.

'is' is the link.

Can you help me to learn more?

(Other definitions for coo that I've seen before include "Sound coming from dovecote" , "Bill's companion" , "Dove-like noise" , "well I never!" , "Make loving sounds -bill and . . ." .)

I've seen this clue in The Independent.
