(I've seen this in another clue)

'sheep across spain' is the wordplay.
'sheep' becomes 'rams' (male sheep).
'across' indicates putting letters inside.
'spain' becomes 'e' (abbreviation for Espana).
'rams' going around 'e' is 'REAMS'.
