I believe the answer is:
fulcrum
'a turning point' is the definition.
'fulcrum' can be an answer for 'point' (I have seen 'Pivotal point' mean 'fulcrum' so perhaps 'point' could also mean 'fulcrum'). I'm not sure about the 'a turning' bit.
I cannot understand how the remainder of the clue works.
