Although both the answer and definition are past participle verbs, I can't understand how they can define each other.

'speed limits around centre' is the wordplay.
'limits' says to hollow out the word (remove centre letters).
'around' means one lot of letters goes inside another.
'centre' becomes 'core' (core can mean something's centre).
'speed' with its middle taken out is 'sd'.
'sd' placed around 'core' is 'SCORED'.

'of' acts as a link.
