'in' means one lot of letters goes inside another.
'a bad' indicates anagramming the letters.
The middle of 'court' is 'u'.
'c'+'u'='cu'
'case' anagrammed gives 'acse'.
'cu' inserted within 'acse' is 'ACCUSE'.

(Other definitions for accuse that I've seen before include "Apportion blame" , "Impute fault to, indict" , "Indict, blame wrongdoing on" , "Put on trial" , "Lay blame or allege guilt" .)
