Although both the answer and definition are verbs in their base form, I cannot understand how one could define the other.

'be so good as to place conclusions of committee' is the wordplay.
'be so good' becomes 'e' (I can't justify this - if you can you should give a lot more credence to this answer).
'to' says to put letters next to each other (I've seen this in other clues).
'place' becomes 'pl' (abbreviation used in postal addresses).
'conclusions of' says to take the final letters.
The final letter of 'committee' is 'e'.
'e'+'as'='eas'
'eas' put after 'pl' is 'pleas'.
'pleas'+'e'='PLEASE'

'and' acts as a link.
