'bewail' with its middle taken out is 'bl'.
'bl'+'otto'='BLOTTO'

(Other definitions for blotto that I've seen before include "Wasted" , "Get very drunk" , "To bolt away in drunk state" , "Unconscious from drink" , "Bombed" .)
