I believe the answer is:

ligature

'binder' is the definition.
(I know that binder can be written as ligature)

'uglier tab cut off' is the wordplay.
'cut' means to remove the last letter.
'off' is an anagram indicator.
'uglier'+'tab'='ugliertab'
'ugliertab' with its last letter removed is 'uglierta'.
'uglierta' with letters rearranged gives 'LIGATURE'.
