The definition and answer can be both related to change as well as being past participle verbs.
Perhaps there's an association between them I don't understand?

'scowled at the fellow' is the wordplay.
I cannot quite understand how this works, but
'fellow' could be 'ed' (I've seen this in other clues) and 'ed' is located in the answer.
The remaining letters 'flower' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
