The answer and definition can be both locations as well as being singular nouns.
Perhaps there's a link between them I don't understand?

'cardinal richelieu' becomes 'e' (I can't explain this - if you can you should believe this answer much more).
'at heart' says to take the centre.
'a good' becomes 'tasty' (I've seen this in another clue).
The centre of 'tasty' is 'ast'.
'e'+'ast'='EAST'
