'charlie' becomes 'c' (phonetic alphabet: alpha, bravo, charlie etc.).
'to dance' indicates anagramming the letters (letters must dance around).
'learnt' is an anagram of 'entral'.
'c'+'entral'='CENTRAL'

'for' acts as a link.
