I believe the answer is:

sees fit

I'm a little stuck... Click here to teach me more about this clue!

'chooses' is the definition.
('see fit' can be a synonym of 'choose')

'sit around collecting fees' is the wordplay.
I cannot really understand how this works, but
an anagram of 'fees' is 'eesf' which is within the answer.
'sit around' could be 'sit' ('sit' can be a synonym of 'sit around') and 'sit' is present in the leftover letters.
This accounts for all the letters.
This may be the basis of clue (or it may be nonsense).

'to' acts as a link.

(Another definition for sees fit that I've seen is " Thinks appropriate".)

I've seen this clue in the Evening Standard.
