Although both the answer and definition are singular nouns, I can't understand how they can define each other.

'turns up' says the letters should be written in reverse.
'in' indicates the answer is hidden within the clue.
'odot' can be found hidden inside 'herodotus'.
'odot' written backwards gives 'TO-DO'.
