I believe the answer is:
division
This clue could be a double definition.
'commons vote' is the first definition.
'division' can be an answer for 'vote' (I have seen 'Parliamentary vote ' mean 'division' so perhaps 'vote' could also mean 'division'). I am unsure of the 'commons' bit.
'disagreement' is the second definition.
