I believe the answer is:
holds out
'offers' is the definition.
Although both the answer and definition are verbs in their -s form, I can't understand how they can define each other.
'continue to resist' is the wordplay.
I cannot quite see how this works, but
'continue' could be 'hold' (holding is a kind of continuing) and 'hold' is located in the answer.
This explanation may well be incorrect...
