(I've seen this in another clue)
'fix a conservative' is the wordplay.
'fix' becomes 'amend' (to amend is to fix or sort out).
'conservative' becomes 'tory' (Tory means a member of the Conservative Party).
'amend'+'a'+'tory'='AMENDATORY'
'to' acts as a link.
(Another definition for amendatory that I've seen is " putting things right".)
