I believe the answer is:

drape

(I've seen this before)

'charge in case of disappearance' is the wordplay.
'charge' becomes 'rap' (rap can mean blame, as in taking the rap).
'in' means one lot of letters goes inside another.
'case of' says to hollow out the word (remove centre letters) (outsides of).
'disappearance' with its centre removed is 'de'.
'rap' going inside 'de' is 'DRAPE'.

(Other definitions for drape that I've seen before include "Cover loosely for padre" , "Cover loosely with cloth" , "Swathe" , "Screen" , "Adorn loosely (with cloth)" .)
