'cross-country runner' is the definition.
'seine' can be an answer for 'runner' (Seine is an example). I am not sure about the 'cross-country' bit.

'passing through paris' is the wordplay.
I cannot really understand how this works, but
'through' could be 'in' and 'in' is found in the answer.
The remaining letters 'see' is a valid word which might be clued in a way I don't understand.
This may be the basis of clue (or it may be nonsense).
