Crossword Genius

Detest a key PM cut by parliamentarians in place in London (9,5)

Ross

I believe the answer is:

hampstead heath

'place in london' is the definition.
(heath in North London)

'detest a key pm cut by parliamentarians' is the wordplay.
I cannot really understand how this works, but
'a' is found in the answer.
'key' could be 'e' (I've seen this in other clues) and 'e' is found in the answer.
'pm' could be 'heath' (prime minister Edward Heath) and 'heath' is located in the answer.
'parliamentarians' could be 'mps' (Member of Parliament) and 'mps' is present in the answer.
This explanation may well be incorrect...

'in' is the link.

(Other definitions for hampstead heath that I've seen before include "London park" , "open London space" , "capital piece of parkland" , "somewhere in north London" , "Recreation area" .)

I've seen this clue in The Times.
