Document what one might do with one's hair? (6)

Ross

I believe the answer is:

permit

I'm a little stuck... Click here to teach me more about this clue!

'document' is the definition.
(permit is a kind of document)

'what one might do with one's hair?' is the wordplay.
I cannot quite see how this works, but
'one' could be 'i' (roman numeral) and 'i' is found in the answer.
'hair?' could be 'perm' (perm is a kind of hair) and 'perm' is found within the answer.
A single letter 't' remains which might be clued in a way I don't see.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for permit that I've seen before include "Allow - visa" , "Allow; make possible" , "Officially allow" , "Let - pass" , "Warrant" .)

I've seen this clue in The Times.
