I believe the answer is:

inaugurating

I'm a little stuck... Click here to teach me more about this clue!

'swearing in' is the definition.
Although both the answer and definition are present participle verbs, I don't understand how one could define the other.

'during summer what kids' film' is the wordplay.
I cannot quite understand how this works, but
'during' could be 'in' (I've seen this in other clues) and 'in' is found in the answer.
This explanation may well be incorrect...

'has' is the link.

Can you help me to learn more?

(Another definition for inaugurating that I've seen is " Officially opening".)

I've seen this clue in The Guardian.
