Ross

I believe the answer is:

re-emerge

I'm a little stuck... Click here to teach me more about this clue!

'surface again' is the definition.
(I've seen this before)

'engineers insulating electronic fuse's' is the wordplay.
I cannot quite understand how this works, but
'engineers' could be 're' (Royal Engineers) and 're' is located in the answer.
'electronic' could be 'e' (as in e-mail or e-books) and 'e' is found within the answer.
'fuse' could be 'merge' (synonyms) and 'merge' is found in the answer.
This accounts for all the letters.
This explanation may well be incorrect...

Can you help me to learn more?

(Another definition for re-emerge that I've seen is " Come out again".)

I've seen this clue in The Guardian.
