'european lady' is the definition.
'senorita' can be an answer for 'lady' (I have seen 'Young lady' mean 'senorita' so perhaps 'lady' could also mean 'senorita'). I'm not sure about the 'european' bit.

'one's upset she's being educated' is the wordplay.
I cannot quite understand how this works, but
'being' could be 'senor' (Senor is an example) and 'senor' is present in the answer.
'one' could be 'i' (Roman numeral) and 'i' is located in the answer.
The remaining letters 'ta' is a valid word which might be clued in a way I don't understand.
This may be the basis of clue (or it may be nonsense).
