'see concrete?' is the definition.
Both the answer and definition are adjectives. Maybe you can see an association between them that I can't see?

'expression of surprise about politician coming to place' is the wordplay.
I cannot really understand how this works, but
'of' could be 'o' and 'o' is found in the answer.
'about' could be 'c' (circa) and 'c' is located in the answer.
'politician' could be 'mp' (Member of Parliament) and 'mp' is found in the answer.
'place' could be 'site' (synonyms) and 'site' is found within the answer.
A single letter 'o' remains which might be clued in a way I don't understand.
This explanation may well be incorrect...

'to' acts as a link.
