'eaglets' can be an answer for 'birds' (I have seen 'Small birds' mean 'eaglets' so perhaps 'birds' could also mean 'eaglets'). I'm unsure of the 'little' bit.
'minimal energy given tags' is the wordplay.
I cannot really understand how this works, but
'energy' could be 'e' (physics symbol as in E=mc2) and 'e' is located in the answer.
The remaining letters 'aglets' is a valid word which might be clued in a way I don't understand.
