(I've seen this before)

'chef's food that is eaten by historic queen' is the wordplay.
I cannot quite understand how this works, but
'food' could be 'scoff' (I've seen this before) and 'scoff' is found within the answer.
'queen' could be 'er' (short for Elizabeth Regina ie Queen Elizabeth) and 'er' is located in the answer.
This explanation may well be incorrect...
