I believe the answer is:

come to a full stop

I'm a little stuck... Click here to teach me more about this clue!

'unable to move on' is the definition.
I know nothing about this answer so I cannot judge whether it can be defined by this definition.

'finish one's sentence but be' is the wordplay.
I cannot really understand how this works, but
'finish' could be 'stop' (synonyms) and 'stop' is found in the answer.
'be' could be 'cometo' (coming to is a kind of being) and 'cometo' is located in the answer.
'one' could be 'a' (a thing is one thing) and 'a' is found in the answer.
The remaining letters 'full' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).

(Other definitions for come to a full stop that I've seen before include "end" , "A period required after" .)

I've seen this clue in The Guardian.
