I believe the answer is:

'kipper' can be an answer for 'fish' (type of fish). I am unsure of the remainder of the definition.

'sea' becomes 'per' (I can't justify this - if you can you should give a lot more credence to this answer).
'bed?' becomes 'kip' (I've seen this in another clue).
'per' after 'kip' is 'KIPPER'.
