I believe the answer is:
natal
This clue might be a double definition.
'former african province' is the first definition.
'natal' can be an answer for 'province' (I have seen 'old province' mean 'natal' so perhaps 'province' could also mean 'natal'). I am not certain of the 'former african' bit.
