'aztec' can be an answer for 'mexican' (I've seen this before). I'm unsure of the 'former' bit.

'culture with a final letter etc changed' is the wordplay.
'culture with' becomes 'a' (I can't explain this - if you can you should give a lot more credence to this answer).
'a final letter' becomes 'Z' (in the alphabet).
'changed' indicates anagramming the letters.
'etc' with letters rearranged gives 'tec'.
'a'+'z'+'tec'='AZTEC'
