I believe the answer is:

new jersey

'state?' is the definition.
(I know that New Jersey is a American state)

'fresh if woolly' is the wordplay.
I cannot really see how this works, but
'fresh' could be 'new' (associated in meaning) and 'new' is found within the answer.
'woolly' could be 'jersey' (I've seen this before) and 'jersey' is present in the answer.
This accounts for all the letters.
This explanation may well be incorrect...
