Both the definition and answer are adjectives. Perhaps there's an association between them I don't understand?

I cannot quite understand how this works, but
'one' could be 'i' (Roman numeral) and 'i' is located in the answer.
'state' could be 'cal' (short for California) and 'cal' is located in the leftover letters.
'inexperienced driver' could be 'l' (as in L-plates for learner drivers) and 'l' is located in the answer.
'georgia' could be 'ga' (abbreviation) and 'ga' is located in the remaining letters.
No letters remain.
This may be the basis of the clue (or it may be nonsense).
