Both the definition and answer are verbs in their base form.
Maybe they are linked in a way I don't understand?

'workers together in country club and celebrate after leader's departure' is the wordplay.
I cannot quite see how this works, but
'country' could be 'union' (Union is an example) and 'union' is found within the answer.
The remaining letters 'ise' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
