'that hurt' becomes 'ouch' (I've seen this in other clues).
'filling' indicates putting letters inside.
'unoccupied' means to remove the middle letters (remove the inside letters which occupy the word).
'time' with its middle removed is 'te'.
'ouch' placed within 'te' is 'TOUCHE'.
