(filbert is a kind of hazel)

'bet reduced by uncertainty withdrawn' is the wordplay.
I cannot really see how this works, but
'uncertainty' could be 'er' (somebody might say 'er' if uncertain) and 'er' is present in the answer.
This may be the basis of clue (or it may be nonsense).
