How the foliage goes (6)

Ross

I believe the answer is:

leaves

I'm a little stuck... Click here to teach me more about this clue!

'foliage goes' is the definition.
'leaves' can be an answer for 'goes' (I've seen this before). I am not sure about the 'foliage' bit.

I cannot understand how the remainder of the clue works.

Can you help me to learn more?

(Other definitions for leaves that I've seen before include "spinach for example" , "some tea, perhaps" , "they add to a bed, as > does a bunk" , "''... of Grass'' (Walt Whitman)" , "Abandons" .)

I've seen this clue in The Globe and Mail.
