Although both the answer and definition are singular nouns, I can't see how they can define each other.

'insult cousin's new' is the wordplay.
'insult' becomes 'dis' (I've seen this in another clue).
'new' indicates anagramming the letters.
'cousins' is an anagram of 'cussion'.
'dis'+'cussion'='DISCUSSION'
