'before' means one lot of letters go next to another.
'proper' becomes 'fit' (I've seen this in another clue).
'is'+'shy'='isshy'
'isshy' with letters rearranged gives 'hissy'.
'hissy'+'fit'='HISSY FIT'

(Another definition for hissy fit that I've seen is " American's temper tantrum".)
