'his nibs' can be an answer for 'title' (I have seen 'Mock title ' mean 'his nibs' so perhaps 'title' could also mean 'his nibs'). I am not certain of the 'facetious' bit.

'jeer receiving writer's tip' is the wordplay.
'jeer' becomes 'hiss' (I've seen this before).
'receiving' means one lot of letters goes inside another.
'writer's tip' becomes 'nib' (I've seen this in another clue).
'hiss' placed around 'nib' is 'HIS NIBS'.
