(I've seen this before)

'symbol of peace catlin endlessly passed around' is the wordplay.
I cannot quite see how this works, but
'symbol' could be 'dove' (dove is a kind of symbol) and 'dove' is found within the answer.
The remaining letters 'tail' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
