I believe the answer is:

(I've seen this before)
'mostly to cut fish' is the wordplay.
I cannot really see how this works, but
'fish' could be 'angle' (angle can mean to fish) and 'angle' is found within the answer.
The remaining letters 'tri' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
