Labour's aim always stated (9)
I believe the answer is:
endeavour
'labour's aim' is the definition.
'endeavour' can be an answer for 'aim' (I've seen this before). I am not certain of the 'labour's' bit.
I don't understand the remainder of the clue.
Can you help me to learn more?
(Other definitions for endeavour that I've seen before include "Try - Cook's ship" , "famous ship" , "Strive - Inspector Morse's first name" , "Strive - over a nude (anag)" , "Morse" .)
