(I have seen 'dedicated surfer' mean 'netizen' so perhaps 'surfer' could also mean 'netizen')

'laid back' says the letters should be written in reverse.
'figure' becomes 'ten' (ten is a number or figure).
'one' becomes 'i' (Roman numeral).
'chilled' becomes 'zen' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'ten' reversed gives 'net'.
