'good-for-nothings' can be an answer for 'people' (good-for-nothing is a kind of person). I am not certain of the 'lazy' bit.
'vain occupying property' is the wordplay.
I cannot really see how this works, but
'occupying' could be 'in' (I've seen this in other clues) and 'in' is found within the answer.
'property' could be 'r' (r is a kind of property) and 'r' is located in the answer.
This may be the basis of clue (or it may be nonsense).
'in' acts as a link.
