'cut back foreign money' is the wordplay.
'cut' becomes 'hack' (hacking is a kind of cutting**).
'back' says the letters should be written backwards.
'foreign money' becomes 'yen' (Japanese currency).
'yen' in reverse letter order is 'ney'.
'hack'+'ney'='HACKNEY'
