Although both the answer and definition are verbs in their -s form, I can't understand how one could define the other.

'loose small' is the wordplay.
'loose' becomes 'slack' (synonyms).
'small' becomes 's' (abbreviation - e.g. clothes size).
'slack'+'s'='SLACKS'
