I believe the answer is:

'loudly call' is the definition.
'shout' can be an answer for 'call' (synonyms). I am not certain of the 'loudly' bit.
'out after a plea for silence' is the wordplay.
I cannot quite see how this works, but
'silence' could be 'sh' ('sh' is said to tell someone to be silent) and 'sh' is present in the answer.
The remaining letters 'out' is a valid word which might be clued in a way I don't see.
