I believe the answer is:
moo
'low sound' is the definition.
(I've seen this in another clue)
'over room's contents' is the wordplay.
'over' says the letters should be written in reverse.
'contents' says the answer is hidden in the clue (I've seen 'contents of' mean this).
'oom' is hidden within 'rooms'.
'oom' backwards is 'MOO'.
'of whisky being tipped' is the link.
