'lower form' is the definition.
'depress' can be an answer for 'lower' (depressing is a kind of lowering). I am not sure about the 'form' bit.

'of french newspapers' is the wordplay.
'of french' becomes 'de' ('of' in French).
'newspapers' becomes 'press' (the press is the newspaper industry).
'de'+'press'='DEPRESS'

Can you help me to learn more?

(Other definitions for depress that I've seen before include "Bring down" , "Push, get, down" , "Push down or lower the spirit" , "Cause to feel dispirited" , "Make downhearted" .)

I've seen this clue in The Globe and Mail.
