Make laws member's passed on (9)
I believe the answer is:
legislate
'make laws' is the definition.
(I've seen this before)
'member's passed on' is the wordplay.
I cannot quite see how this works, but
'on' could be 'leg' (cricket term, fielding positions) and 'leg' is found in the answer.
This explanation may well be incorrect...
(Other definitions for legislate that I've seen before include "Make a ruling" , "Pass through the house" , "Pass laws" , "Make or enact laws" , "to do his job?" .)
